水路交通行政管理模式改革研究

摘　　要：为适应市场经济发展和依法治国需要,分析了我国水路交通行政管理模式现状、弊端及根源,论述了模式改革的需求和方略,提出了基本目标和原则;进而以"权力制衡与行政保障相结合"原则为核心,提出了综合执法型、综合管理型、市场服务型3种水路交通行政管理建议模式,并作了综合评价。For the requirement of developing market economy and governing nation by law, the paper analyzes the present situation, the disadvantages and roots thereof of the administrative management mode in waterway traffic in China. It expounds the requirements and strategies of mode reformation and puts forward fundamental targes and principles of the reformation. With the principle 'Combination of balanced rights and guaranteed administration' as core, three modes for adminsitrative management in waterway traffic that the integrated law enforcement mode, the integrated management mode, marketserving mode are suggested and evaluated comprehensively in the paper.
