摘　　要：对科研编制的分配 ,实现由定性对定量的转变进行研究和探讨 ,提出一种行之有效的科学合理的分配方案 ,以利于实现科研管理的现代化、科学化、规范化、法制化。The author discusses the distribution of scientific research establishment and the realization from quality to quantity.It is beneficial to the modernization,scientification,standardization and legalization of scientific research management.A feasible and scientific establishment distribution plan through investigating and studying its transformation from qualitative analysis to quantitative analysis is put forward.
