摘　　要：人力资本是“新经济”时期最新、最具创造力和最具核心竞争力的生产要素 ,也是影响经济增长的根本原因。人力资本有效供给不足已成为制约西部大开发的重要因素。培养和输入人力资本是西部大开发的关键之举。Manpower resources are the latest, the most creative, and the most competitive production factors in the age of 'New Economy', and the essential reasons affecting economy increasing as well. The insufficient supply of manpower resources has become the important aspect restricting the development of the west. To cultivate and introduce manpower resources there is the key step of the western development. The central and local governments play a main role in absorbing and cultivating manpower resources.
