摘　　要：战略经营计划管理要有一个有效的管理控制机制。集团公司战略管理过程的特殊性和复杂性，要求建立战略经营计划管理体系来保证战略目标的实现。本文把战略风险控制与战略规划和年度经营计划结合起来，提出了公司环境适应的具有风险控制机制模型，并通过公司内部组织体系的建设保证公司战略计划得到有效的管理和控制。The management of strategic operation plan needs an efficient management control system. Its particularity and complexity demands to establish management system of strategic operation plan to realize the strategic plan and risk control system with annual operation, and puts forward strategic operation management control model to guarantee the efficient management and control on corporations' strategic plan by establishing internal organization system.
