村民自治中的问题与对策——北京市第五届村民委员会换届选举后的情况调查

摘　　要：北京市村民自治已取得很大成就 ,但在农村基层组织建设、民主程序建设、村务公开、管理体制等方面 ,也存在一些值得注意的问题。针对这些问题 ,本文提出了一些对策建议 ,如加强以党支部为核心的村级组织建设、建立和完善民主程序、完善村务公开、理顺管理体制等。Although the villagers' autonomy of Beijing has made great achievements, there are still problems in some aspects such as the construction of rural organizations at the basic level, the construction of democratic process, the publicity of village affairs and the management system. In view of these problems,this paper proposes some countermoves, such as strengthening the organization construction at village levels, setting up and improving democratic process,improving the publicity of village affairs, and settling the management system.
