摘　　要：自然垄断行业改革较一般竞争行业改革具有更大的难度 ,文章归纳了自然垄断行业的特点及控制失灵的原因 ,总结了经济发达国家自然垄断行业改革的经验 ,分析了我国自然垄断行业改革的进程及存在的问题 。The reform of natural monopoly industries(NMI) is more difficult than that of competitive ones. Characteristics of NMI are summed up in the paper . Reasons why NMI are out of control are induced. Some reform experiences of developed countries are summarized. The progress and existing problems of the reform of Chinese NMI are analyzed. Some proposals are brought up.
