“国家高速公路网”规划中值得关注的几个问题

摘　　要：高速公路网的规划建设是中国公路交通现代化最显著的特征之一。阐述了过去 2 0多年高速公路发展对国家社会经济和综合运输发展所产生的积极影响 ,同时指出可通过法律手段确保“国家高速公路网”规划建设的有效实施和建设资金来源。进一步对“国家高速公路网”在未来综合运输中的定位给出了描述 ,认为 :三级路网整合的门到门运输优势和增强干线运输竞争力应成为 2 1世纪中国公路交通现代化不可分割的整体概念。最后 ,认为“国家高速公路网”规划与原有高速公路网的对应关系、规模问题和通过城市的连接关系等是“国家高速公路网”规划的关键问题。The planning and foundation of expressway net are the most prominent characters of the modernlization of Chinese road traffic. In this paper,it is narrated that the developments of Chinese expressways brought the positive inf1unence for Chinese economy, society and the development of the comprehensive transport in the past twenty years and more. Also it is indicated that the effective accomplishment of the “National Expressway Net” planning and foundation and some of the construction capital can be ensured by the national law. Furthermore, it is described that the orientation of the “National Expressway Net” in the further comprehensive transport, and deemed that the advantage of forming door-to-door transportation in the third class road net and emphasizing the competitive power of mainline tansportation are the indivisible concepts of the modernization of the highway communication, and that the scale of the “National Expressway Net” and the 1ink from expressway to cities are the key problems in the “National Expressway Net” planning.
