摘　　要：我国烟草行业实行专卖体制以来发展迅速,对财政、就业贡献很大,但同时存在产业整体素质不强、工业分散、流通秩序不够好、资产管理体制未理顺、效益偏低、现代企业制度建设滞后等问题,并面临需求萎缩、竞争加剧、专卖保护受限、税收成本增加等新挑战。推进政企分开,理顺资产管理关系,调整烟草农业和流通管理体制,加快工业企业重组和建设现代企业制度,改革税制和计划体制,鼓励有条件的烟草企业“走出去”,是新形势下对烟草行业进行政策调整的主要思路。After practicing the monopolization system, the industry of tobacco in our country has been developed quickly and has made great contribution to finance and employment. Meanwhile, there are many problems like unitary ability, broad distribution, circulation system, asset management system, low benefit, and the lag of corporation ~system's construction. It also meets with many challenges like the demand decrease, strong competition, the limit of protecting monopolization and the increase of revenue cost. So in the near future, the main idea in tobacco industry is to differentiate the function between government and enterprise, smooth the relation of asset management, regulate the management system of tobacco agriculture and circulation, reform industry enterprise and build modern enterprise system quickly, reform revenue system and planning system, encourage the conditioned tobacco enterprise to go out.
