摘　　要：用系统理论中的整体结构理论、层次理论、开放理论、非平衡理论、自组织理论和超循环理论等来指导科学研究、科研管理和知识产权保护有机结合 ,创造性地提出管理就是研究 ,管理寓于研究之中 ,管理是研究不可缺少的重要组成部分。从而创建一个高效的、超循环的研究与管理一体化的科研管理系统 ,将科研管理步入现代化、科学化、法制化管理的轨道 ,达到与世界接轨的水平。With the guidance of the whole theories, the hierarchical th eories, the open theories, the non-equilibrium theories, the super circulation theories and the self-organiza tion theories in system theory to organic combination of scientific researches, scientific resear ches management and the protection of intellectual property, and the thought was put forward tha t the management is a research, management is one field of the research, and managment is the indisp ensabile constitute part of the research. A whole system about scientific researches management system, which make research and management efficiently, was created. Scientific research management will be on the way of modernization, science and legalization.
