摘　　要：“科学人才观”是新一届党中央在全面建设小康社会的新时期,对马克思主义人才观的新发展,是对我们党的社会主义现代化建设指导思想的新发展,体现了我们党在人才战略思想上的历史性飞跃。“尊重知识,尊重人才”、“人才资源是第一资源”、“科学人才观”三者是继承、创新和发展的关系,是一脉相承的人才战略思想,是我们党制定和实施人才强国战略的思想理论基础。我们党的人才工作实践是制定和实施人才强国战略的实践基础。“人才强国战略”是新一届党中央最新确立的一项基本国策,是对科教兴国战略的继续和发展。因此,我们应当树立和落实科学人才观,深刻理解和把握实施人才强国战略的科学内涵。Scientific talented person’s view' is for CPC central committee's overall construction of well-to-do family society in new period. As a new development of Marxist talented person’s view, it modernizes the socialism construction of our party to guide our thought. “Respect the knowledge, respect the talented person', “talented person's resources is the first resources', “scientific talented person’s view', the three aspects are in a relation of inheritance, innovation and development.The strategy of “Talented person strengthening a big country' is a basic national policies of latest establishment. Therefore, we should set up and carry out scientific talented person’s view on the basis of deep comprehension and hold to carry out the strategic science content.
