摘　　要：　保护和发展方言和方言文化,可以丰富发展普通话和中华民族语言文化。文字可以规范化,开放性的语言不可能实现规范化。坚持语言的平等性和使用自由的原则,在宽松的语言环境下,使普通话和方言、主体性和多样性的语言文化共同发展,互补双赢。To protect and develop local dialects and dialect culture is an essential way to nourish Putonghua and Chinese language and culture. It is possbile to standardize the charactors, but difficult to standardize the open language itself. We should stress the equality of different dialects and respectone’preference for some dialect or other. Only with a loose language enviroment, it is possible for us to promote the mutual development of Putonghua and dialects, and to enrich the main-body language and culture with local dialects and dialect culture.
