构建“三位一体”防腐体系 加强高校党的执政能力建设

摘　　要：高等学校党的执政能力建设是各高校围绕提高党委的办学治校能力和领导水平而进行的各项建设,而提高拒腐防变能力是高校党的执政能力建设的重要内容和必然要求。提高拒腐防变能力,必须建立健全与社会主义市场经济体制相适应的教育、制度、监督“三位一体”的防腐体系,必须从根本上理清构建防腐体系的基本思路,探索体系的架构与运作方式,形成科学的实施方案。教育、制度、监督的相互作用关系,决定了我们在提高拒腐防变能力、开展反腐倡廉工作的决策和实施中,必须把三者作为整体统一谋划,发挥其整体效能,从而为高校的健康发展提供坚强有力的政治和纪律保证。This paper introduces that the ruling ability constructions ofcommunist party in colleges and universities refers to the constructions carried out to improve the Party committee’s leading ability, governing ability and leading level. Since improving the party’s anticorruption and anti-diversification ability are its important contents and inevitable request, it is necessary to construct and strengthen correspondent “Trinity”: education, system and supervision, of the socialist market economy system. It also points out that it is essential to make out the basic idea of the “Trinity”, system construction and operational form of the anticorruption system to set up the scientific operational scheme. This paper suggests that improving the ability of the party’s anticorruption depend on the interactive effects of education, systemand supervision and carry out the combating corruption work, the “Trinity” should be taken into consideration as a whole to provide the powerful politics and the discipline guarantee for the sound development of colleges and universities.
