摘　　要：现代官僚制组织的本质和特征及其实在的社会建构方式是理解和说明现代官僚制行政伦理的两个基本方面。现代官僚制的行政伦理是以非正式制度的形式出现的、内在于官僚组织的逻辑和规则并实际起作用的伦理。它作为由社会建构的观念,是官僚制组织的本质和特征的反映。官僚制组织的行政伦理属于责任伦理。The nature and the features of modern bureaucracy and its way of social construction of reality constitute the two basic aspects on exploration of administrative ethic. As an informal institution, the administrative ethic is a kind of ethic rules in use, immanent in the logy and the imperatives of bureaucracy. Formed by the social construction of bureaucratic reality, it reflects the nature and features of bureaucracy and belongs to the ethic of responsibility.
