摘　　要：培养和提高高校科研管理人员的素质是科学研究发展提出的新课题,拥有一支质量优良的高校科研管理队伍,是一所高等院校能否有效地组织和领导本校科学研究工作的重要条件。为此,高等学校科研管理人员只有在科研管理实践中不断加强自身修养,努力学习,虚心求教,才能不断提高管理水平,为高校科研上水平,上档次创造条件。Training and improving university R &D managerial staff's quality is a new problem put forward in the development of scientific research. And possessing university R &D managerial ranks with higher quality is an important condition for a university to organize and guide effectively the R &D work of the university. Therefore, the university R &D managerial staff must strengthen their self-cultivation, study hard, and ask for advice modestly for the purpose of increasing the level of R&D management and creating conditions for upgrading the level of R&D of university.
