摘　　要：本文以坝上沽源县为例,对当前生态建设政策安排,尤其是财政补贴政策中存在的问题进行了分析,探讨了退耕还林还草、草场禁牧中的制约因素,认为只有进行区域产业科学定位、建立政策协调机制、进行制度创新、区域产业专业化分工、适度生态移民,才能确保生态建设取得预期的成效。This paper analyzes the problem faced by the policy arrangement to ecological construction by the case study of Guyuan county in Bashang plateau,and discussed the restriction factors about ecological construction.It concluded that the expected performance would be achieved only by rationally arranging industry,incorporation policies mechanism,innovating institution,implemting industry specialization and by migrating rationally.
