摘　　要：湖南农产品加工业产值占轻工业总产值的80%,农业和农产品加工业总产值占全省经济总产出的30%,农产品加工业创造的税收,占全省税收总额的80%,对农民收入的贡献率约20%,已成为湖南经济发展新的增长点和新兴的战略产业。但发展速度大大落后于全国和中部地区平均水平,也大大落后于本省农业的发展,存在诸多制约因素。目前湖南已处于发展农产品加工业的战略机遇期,审时度势,要有新的发展战略思路。按照中央经济工作会议提出的"大力发展循环经济"的新方针,在湖南发展农产品加工业循环经济具有更大的紧迫性和优越性,实施循环经济发展战略要树立"大循环、大农业、大加工、大产业"的新观念,建设农产品加工业产业集群,促进实现农业增值、农民增收、城乡统筹发展、全面建设小康社会的战略目标,围绕战略目标,必须采取新的战略措施。The output value of the agricultural products processing industry is 80 percent of the output value of the light industry in Hunan. The gross output value of agriculture and the agricultural products processing industry is 30 percent of the gross economic output value of Hunan province. The revenue created by the agricultural products processing industry is 80 percent of the gross revenue of the whole province, and its contribution to the income of peasants is about 20 percent of their gross income. Now in Hunan, the agricultural products processing industry has becoming a new economic increase point and a new developing strategic industry, but is developing speed is much slower than the average level of the whole nation and the middle part areas, also much slower than the development speed of agriculture only in Hunan province. Therefore, there apparently exist many restrictive factors in the agricultural products processing industry. At present, Hunan is in the best time to develop the agricultural products processing industry.As we size up the current situation, we would better hold the new strategic train of thought.According to the new guiding principle of 'greatly developing the circulative economy' proposed in the meeting of the national center economic work, there is larger urgency and more advantage to develop the circulative economy of the agricultural products processing industry. If we practice it, we should hold the new idea of large circulation, large agriculture, large processing and large industry,compose the circle of the agriculture products processing industry and take the new strategic measures to realize the strategic targets of increasing agricultural output value, increasing the income of peasants, planning the development of the city and country as a whole, and building a welltodo society with all our strength.
