摘　　要：乡镇负债已成为影响我国农村经济乃至于整个国民经济持续健康发展的重大问题。我 国特珠的二元社会结构背景下形成的城乡分割的二元教育体制是形成乡镇负债的重要原因。要从 根本上消除乡镇负债并改变我国农村义务教育的落后状况,必须改革现行的二元教育体制。The debt inflicted upon the rural areas is presently the major hindrance in their economic development, and the dual educational system in China is, to a great extent, responsible for the situation. The author posits that the only way of ridding these areas of their debts and improving the education is to reform the prevalent dual educational system.
