摘　　要：国企改革要置换产权和职工身份,隐性和显性的不稳定因素随之而来。积极的预防和果断的处置是消除不稳定因素的根本方略。If the state-run enterprises shift the ownership ofproperty and the staff identity, the insecure factors, implied or expressed, will turn up. Only by taking the preventive measures and handling them promptly will they be eliminated.
