摘　　要：分散的小规模农户家庭经营体制已经成为农村生产力发展的桎梏,集体资产所有权缺位损害了集体资源应有的对集体事务的推动作用及公共设施的改善,现行承包制把土地资源隔离在市场之外,迟滞了现代化的进程和速度;农村土地必须通过市场进入流转,农业规模经营才能从根本上解决;只有实行土地农民、集体共有制,才能使土地资源走上产权清晰的长治久安轨道,才能使农村的改革与城市同步并全面振兴农村经济。Content summary:The scattered small - scale management system of peasant households family has already become the yoke of rural Productivity development, due improvement of the impmus of the collective affairs and communal facilities of collective resources of omission harm of the ownership of collective assets, the current contract system isolates the land resource outside the market, sluggish modernized process and speed;The rural land must be circulated through the market enter,the agricultural appropriate scale of operation could be solved fundamentally; Only implement land peasants, own in common and make collectively, could make the land resource get onto the track of clear lonS - term stability of property right, could synchronize reform and ciry in the countryside and revitalize the rural economy in an all - round way.
