基金产文质量滑坡的原因及监控机制

摘　　要：通过对基金课题研究项目内外部学术环境的考察,认为基金产文质量滑坡的原因主要是评审不公导致有的项目本身可行性论证不够,甚至缺乏前瞻性、创新性或应用性;课题组凝聚力不强或精力不集中;职称评审与课题鉴定压力下研究人员的功利性与浮躁性;作者写作水平低或不懂国际标准与行业规范。因而应建立健全基金产文的质量监控机制。作为项目评审机构,应确保课题评审的客观性和公正公平性;作为科技管理部门,应加强对课题的追踪管理与适时指导;作为职称评聘与课题鉴定组织应处理好科技论文数量与质量、时效与实效的关系;作为编辑出版机构,应严格论文的评审、国际标准与编排规范。By the investigation of the inside and outside academic environment of fund-supported research subjects, the authors find the reasons why the quality of fund-supported treatises comes down. The problem is unjust evaluation causes some subjects short of enough feasibility, creativity and practicality, research group’s lack of unity; Under the pressure of the promotion of professional title and the appraisal of the subject, the researchers become utility and impetuous; The researchers lack writing skills or don’t understand the international standards and trade norms. Therefore, the control mechanism should be set up to control the quality of fund-supported treatises. As the organization of project or subject evaluation, it should guarantee the objectivity fairness of project or subject evaluation. As the scientific and technological administrative department, it should strengthen the track management to the subject and the guidance in good time; As the organization fo the promotion of professional title and the appraisal of subject, it should deal with the relationships between quantity adn quality, prescription and actual effect of scientific and technological treatises; As the editing and publishing organization, It should make a strict evaluation, and international standard and trade norm of grading for the treatises.
