摘　　要：从联合国教科文组织《公共图书馆宣言》关于提供平等服务的宗旨和我国公共图书馆的性质任务出发,阐述了“一切为读者,为一切读者”应成为我国各级公共图书馆办馆理念的基本思想。That the public library must serve each person as equals is the purpose of Manifesto of the Public Library of UNESCO . From this purpose and the nature and tasks of the Chinese public libraries, the paper sets forth that 'Do Everything for Readers, Work for All the Readers' ought to become the basic thought of idea of the public library management at all levels in China .
