以废除“市管县”为突破口 推进中国行政区划体制改革

摘　　要：中国行政区划体制具有层多、幅小、头大、脚小四大特点。现行“市管县”体制存在六大弊端。中国行政区划体制改革应以废除“市管县”体制为突破口。China’s City Distribution System features “multi-levels, small scope, big head and little foot”. Six disadvantages exist among the present 'City Governs County' system. The reformation of City Distribution System in China is supposed to begin with the abolishment of the present “City Governs County”system.
