从1934年湖南赈务看民国时期荒政近代化的趋向

摘　　要：1934年湖南旱魃为虐,灾难深重,湖南省政府采取了一系列的赈灾措施。这些举措虽然大多沿袭传统赈务的方式,但在赈灾机构、赈源募集、救灾方式、信息传递、国内外慈善机构的介入及赈务人员素质的变化等方面都体现了民国时期荒政近代化的趋向。Hunan had a serious drought in 1934 and was in great calamities. Hunan provincial government took lots of relief measures. Though these measures followed the traditional ways, the developing trend of modernized famine administration during the Republic of China could be seen in the relief institutions, relief source collection, relief ways, message transmit, involvement of the charitable institutions both at home and abroad and the change of the relief workers' qualifications, etc.
