摘 要:给公务员提供充分激励,是公共部门良性运作的重要保证。同私人组织一样,公共部门也存在着一个内部劳动市场。公共部门内部劳动市场中的各种非正式制度安排,能够对广大公务员产生隐性激励作用。我国公共部门脱胎于传统的计划经济体制,公共部门官僚理性发育不足,导致公共部门内部劳动市场相对扭曲,进而造成其所蕴含的隐性激励机制的相对弱化和激励缺位。因此,大力修复与重构我国公共部门的内部劳动市场,是当前我国公务员激励制度创新的首要工作。The provision of adequate incentive to civil servants is essential for ensuring public sector's smooth operation. Like private organizations, there also exists an internal labor market in the public sector. Informal institutional arrangements existing in the internal labor market can generate implicit incentive to civil servants. However, as to our country's public sector, it has just evolved from the planned economy system and its bureaucratic rationality is still in its infancy. Thus, its internal labor market is distorted and the corresponding implicit incentive mechanism is relatively weakened or lost. Therefore, to restore and reconstruct our country's internal labor market is an important task in the institutional innovation of civil servants' incentive system.
