摘　　要：破格提拔优秀年轻干部 ,是保证党和人民的事业兴旺发达 ,后继有人的战略任务 ,意义重大而深远。新形势下 ,提拔年轻干部必须解放思想 ,更新观念 ,冲破干部选拔任用中的一些条条框框的束缚 ,完善制度、健全机制 ,以真正把优秀的年轻干部破格提拔使用起来。To break a rule and promote the outstanding young cadre,is the strategic task that guarantees that the undertakings of party and the people are flourishing and have qualified successors.It is of great significance and far-reaching.Under the new situation,we must emancipate the mind,break with the conventional idea,break through the constraint of some rules and regulations that the cadre appoints while promoting and perfect the system and the mechanism so as to promote to break a rule outstanding young cadre and use them really.
