摘　　要：科学发展观对高等教育的改革与发展具有重要的指导意义.全面贯彻落实科学发展观,要着眼于高等教育发展的趋势,从学校发展的实际出发,协调好六个方面关系,树立起五种意识.以科学发展观为指导,做好学校发展战略的制定和实施工作,是当前新温州大学一项重大而紧迫的任务.A scientific guideline is of great significance to the reform and development of higher education. To carry out the scientific guideline thoroughly should be directed by the developmental trend of higher education and the fact of our university. Thus, how to deal with well six aspects of the complex relationship, and how to establish the developing strategies and the fulfilling plan is an important and hot task before the new University.
