摘　　要：资源的相对稀缺决定了社会生活的冲突的背景,也使得社会公正成为社会生活的必需品。社会差别与不平等是每一个社会不可避免的事实,社会公正的目的不是要消灭社会差别,而是通过良好的制度安排合理地调节社会成员的权利和义务。保障社会公正是政治结构的首要责任。建设社会主义政治文明的目的,在于建构一个较之以往更加公正的社会。The moderate scarcity of resource resulted in the conflict context of social life and makes social impartiality a necessity of social life. Social difference and inequality is inevitable in a society, the purpose of social impartiality is not annihilate difference, but is to adjust the right and obligation reasonably by a well-arranged system. It is the principal responsibility for the political structure and the aim of building socialist political civilization is to construct a more fair society.
