浅谈振兴东北老工业基地与强化人力资源管理

摘　　要：分析了振兴东北老工业基地面临的形势和困难。提出了为振兴东北老工业基地应从充分挖掘利用东北地区自身的教育资源,加强重点学科人才的培养,树立科学的人才评价观方面提供人才保证。强调指出人力资源管理,在做好应对来自国外挑战准备的同时,还应在管理模式和管理理念上做好与国际接轨的准备,为东北经济走向国际奠定基础。<Abstrcat> Analyzing the confronting situations and difficulties on waking northeastern old industrial base; coming up with opinion that renewed flourishing northeastern old industrial base depends on fully taking the advantage of educational resources within northeastern district itself; enhancing the cultivation of talents on key subjects; setting up the scientific assessment system of talents, which can offer the privilege of possessing the talents. Emphasis on the management of human resources completely prepares for the challenges from inland, simultaneously, gets involved into the developing on management mode and management concept towards internationally, to pave a firm foundation for economy among the northeastern district forward the whole world.
