摘　　要：简述了现代经济增长理论的发展,以及人力资本对经济增长的作用。辨析了“人才”、“人才资源”、“人才资本”、“人力资本”几个概念的含义,以及“变人才资源为人才资本”这一政府方针与现代经济增长理论的关系。分析了在四川经济建设中贯彻“变人才资源为人才资本”方针的背景及现实意义。并从增长经济学角度对“变人才资源为人才资本”的含义作了概括。The development of modern economic growth theories and the role of human capital in economic growth are outlined, the meanings of the concepts of “talent”, “talent resource”, “talent capital”, “human capital”, and the relation between the government guideline of changing talent resource to talent capital and modern economic growth theories are differentiated and analyzed, the background and operation significance to carry out the guideline in economic construction of Sichuan are analyzed, the meaning of changing talent resource to talent capital in growth economics is generalized.
