摘　　要：农电营业管理是整个电力企业管理的薄弱环节,而用户需求又具有不确定性和多变性,因此要求管理软件在实现基本功能的同时具有更好的灵活性。同时现有管理软件在差错处理及系统安全等方面存在不足。运用软件工程的开发方法,采用模块化系统设计的思想,利用POWERBUILDER8.0作为开发工具,较好的解决了这些问题。The rural area electricity business management is a weak link in the whole power business management,and it is uncertain and changeable at the user's requirement.Therefore the software is required to realize not only basic function but also more flexibility. At the same time there are shortages of error handling and system safety in the software availble.But these problems can be solved by the method of software engineering, modular design of system and the development tools of POWERBUILDER 8.0.
