摘　　要：内蒙古自然资本丰富,而专业化人力资本匮乏,严重制约了内蒙古的发展。教育经费投入严重不足、人力资本外流现象严重是造成内蒙古专业化人力资本匮乏的主要原因。内蒙古政府应从教育制度、劳动人事制度和企业激励制度三个方面加快建设,确保专业化人力资本的积累。This article focuses on the importance of manpower capital in the developing of economy based on the present situation of manpower capital in Inner-Mongolia and analyses the issues and deficiency nowadays it has.Thereby the article puts forward the proposal of making up relative regulations from three aspects:education system,working personal administration system and the enterprise's system of stimulating.
