整体设计的金融发展改革模式与宏观视角的国有银行改革

摘　　要：按照转轨经济学的主张,中国金融体制改革以极其滞后的次序和被动的方式推进,致使金融改革与发展不能适应经济改革与发展的需要。如果说转轨前期金融改革的主要任务是解决不良资产等紧迫问题的话,那么随着对国有银行的一次次注资和不良资产问题严重程度降低,金融发展和金融体系重构等长远问题的重要性日益凸现。以股份制改组为中心的国有银行改革思路,过分注重金融机构个体竞争力等微观效率,而忽略了构建与经济发展相适应的新型金融体系,现有银行体系对经济发展、宏观稳定和国家财政金融安全的潜在损害没有根本消除,为此,需要从新发展观的长远战略高度和宏观视角来重新审视和整体规划金融发展与改革,尤其是国有银行改革思路。According to economics of transition, the extreme lag in order and the passive way in pushing in China's financial system reform result in the fact that the financial reform and growth cannot fit the need of economic reform and development. If we say that the main task of the financial reform before transition is the solution to the pressing problem of bad assets, then, with the once- for- all injection of capital into national banks and with the lessening of seriousness of the problem of bad assets, increas- ingly protrusive are the financial growth, the re- institution of financial system and other long- term problems. The thought on the national bank reform centering on regrouping into share ownership, over stresses the individual competitiveness in financial institutions and other micro efficiencies, but ignores the construction of a new financial system that matches economic growth; the potential damages of the present bank system have not been eradicated to the economic growth, the macro steadiness and the safety of national finance. It is necessary, therefore, to re- examine and integratively project, from the highness of the long- term strategy and macro angle of the new grow outlook, the financial development and reform, particularly the thinking on the reform of national banks.
