摘　　要：通过对现有文献和研究进行分析,研究了马耳他的城市保护制度和特点。马耳他的历史文化遗产保护制度始于20世纪初。在进八20世纪90年代后,它有了迅速的发展,并与城市规划体制相结合,形成了马耳他的城市保护制度。现行的城市保护制度的基础由1925年的古迹保护法、1991年的环境保护法和1992年的开发规划法组成。城市保护制度是历史文化遗产保护体系的核心,也是马耳他城市规划体系中的一个重要组成部分。它主要由登录的历史建筑和古迹以及保护区三大要素组成。Based on the analysis of current documents and studies, Malta' s urban conservation system and its characteristics have been studied. Malta' s heritage conservation has begun since the early 20th century. It has experienced a rapid development since the 1990s and been integrated with Malta's planning system to form Malta's urban conservation system. The legislative basis of the urban conservation system consists of three Acts: Antiquities Protection Act (1925), Environment Protection Act (1991) and Development Planning Act (1992). Urban conservation is the core of Malta's heritage conservation and a fundamental component of Malta' s planning system. It consists of listed buildings, archaeology sites and conservation areas.
