摘　　要：进入新的历史时期,在加强道德建设的同时,我们有必要强调“法律”,并侧重于法治,特别是法治精神。然而,理论的统一与完美,并非意味着实践中的有效和真实。不管“道德”还是“法律”,仅仅停留在它们本身是不够的。一切进步都应处于超越之中,因此须将其先升华为一种精神,进而铸就优良的民族精神。When we strengthen the building of morality and law,with the arrival of a new era,it is also necessary for us to put emphasis on law,especially on rule of law and the spirit of rule of law. The unity and perfection in theory don't mean effect and truthfulness in practice.But,only to remain it is not enough for either morality or law.As we all know,any progress is only achieved from the transcendence.We ought to promote morality and law of spirit and turn them into one of our excellent national spirits.
