制约中小民营企业发展的若干问题探讨

摘　　要：民营经济和民营企业家在建设中国特色社会主义中的地位和作用,已在宪法层面上得到了充分肯定,但民营企业特别是中小民营企业的发展,在客观环境上仍然普遍遇到不少依靠自身力量难以征服的困难,这些困难的根源仍是"所有制歧视",这需要国家通过修改和完善立法,转变国家工作人员的观念才有可能解决。民营企业发展中的内部问题,主要来源于传统文化的束缚和经营观念的陈旧,这需要通过业者自身素质的提高和认识的转变才能解决。The status and role of private economy and private entrepreneurs in constructing socialism with Chinese characteristics have been fully affirmed in the constitution. But in the development of private enterprises, esp. medium-and-small-sized private enterprises,difficulties arise originated from system discrimination and from restrictions of traditional culture and old operation concept. Two measures should be taken to solve the problems: first,amend and perfect legislations so as to transform state servants' concept; and secondly, improve the quality of entrepreneurs themselves and transform their concept.
