摘　　要：在参考国内外相关学者研究的基础上,对我国1990～2000年政府科技投入对企业R&D支出的影响进行实证检验。结果表明,在样本期内政府科技投入对企业R&D支出有明显的促进作用,但政府对高校研发的资助将会对企业R&D支出产生挤出效应。挤出效应最终反映在企业减少其向科研机构委托研发的经费支出上。Based on researches made by scholars abroad and domestic,it makes the empirical analysis on the impact of China’s investment in science & technology in 1990 and 2000 to the outlay of enterprise’ R&D. The result shows that China’s investment in science & technology in 1990 and 2000 had an obvious effect on the outlay of enterprise’ R&D,but the investment of the government in University’s R&D had the crowding—out—effect on enterprise’s R&D,which was finally embodied in the fact that enterprises decreased their agency outlay which was provided for the science researching organizations.
