试论国有企业摆脱困境走向市场的对策

摘　　要：市场经济的发展,要有一个与之相适应的充满生机和活力并积极参与市场竞争的企业主体作为其微观基础。而我国的国有企业由于正处在从计划经济体制向市场经济体制的转变过程中,当前的处境仍十分艰难。国有企业如何摆脱困境,走向市场,这是一个需要花大力气进行研究的重要社会课题。本文从确立自主企业制度、明晰产权关系、选聘管理人员、减轻国有企业社会负担等多个方面进行了全面系统的对策研究。The development of market economy calls for enterprises full of life and active in market competition,which will form the stable base of market economy. State - run enterprises in China, however, are just on the change from a planned-economy system to a market - economy system and some are still in a predicament. How to extricate these enterprises from the predicament and enter them into the market is an important problem to be researched with great effort. This paper devotes an approach to how to establish the system of enterprise acting on its own,to ensure a proper relation between ownership and control,to select and employ qualified personnel,to lighten the burden on state - run enterprises,etc.
