摘 要:由于人口和产业向城区的快速聚集所引致的用地紧缺、地价过高和人居环境恶化等因素,中国部分城市已逐步进入了人口和产业的扩散过程,甚至还出现了居住用地的郊区化过程,推动了我国部分城市新城(区)的规划和建设。兰州市中心城区地处黄河河谷盆地,目前也出现了地价过高、后备用地有限、人居环境欠佳、城市人口和产业聚集快等问题;提出了在榆中盆地建设新城(区)的设想,以兰州榆中新城(区)的规划为例,分析了我国新城(区)建设的相关问题。Population and industry centralize fleetly to the city zone, which leads to lack of land use, higher land-value and exacerbation of human residential circumstance and so on. Partial cities of China have already entered diffused process about population and industry. It appears the course of suburbanization about residential land use indeed, which impels new town (area)’s programming and construction in partial cities of China. The city zone of Lanzhou locates in the valley- basin of Yellow River. There are many city problems appear at present. For example, land-value is high, mothball land is finite, human residential circumstance is not comfortable and city’s population and industry centralize very rapidly. So an idea of constructing new town (area) in Yuzhong basin is brought forward. This article takes Yuzhong new town (area)’s planning for example, and researches correlative problems of new town (area)’s construction in China.
