规范推进国企改制 防止国有资产流失

摘　　要：国有企业改革是一个不断探索和完善的过程,由于改革的措施还不配套,规则还不健全,国有资产出资人还没有完全到位,所以在深化国有企业改革的过程中也出现了一些值得注意的问题,其中最引起社会关注的是国有资产流失的问题。本文归纳了当前企业产权制度改革过程中国有资产流失的主要表现形式,分析了国有资产流失的原因,提出了规范推进国企改制,防止国有资产流失的对策。The SOE reforn is a course that is exploring and perfecting constantly.Because the measure of the reform does not form a complete set,the rule is still imperfect,contributor has not totally been in position yet,so some noteworthy problems have appeared during the process of deepening SOE reform,among which the loss of national assets caused social concern most.This text has summed up the main forms of assets losses,analyzed the reason of the loss of national assets,put forward countermeasures of improving the state-owned enterprises'reform and against the loss of national assets.
