摘  要:深化高校人事分配制度改革,要以科学发展观为理论指导,树立“以人为本”的理念,促进和谐社会的构建。要准确把握好有关的政策依据,从实际出发,建立起以教师聘任制为核心的全员聘任制,建立以业绩和能力为导向、科学合理的考核评价机制,建立重实绩、重贡献,向优秀人才和重点岗位倾斜的分配激励机制,注意处理好改革、发展与稳定的有机统一关系。Deepening the reforming of personnel distributive system in colleges and universities should under the theoretical guide of scientific developing view, set up the concept of 'Man First', promote the building of harmonious society. We should master accurately the concerned policy, start from practice, set up a entire personnel engaging system regarding the teachers engaging system as the core, build scientific and logical assessment system regarding achievements and capabilities as a guide, establish the distribution promoting system which stresses the actual achievements and contribution and inclines to excellent talents and important posts, and pay attention to deal with the organic and unitive relations among reforming, developing and stabilizing.
