摘　　要：小康社会不仅应该是一个富裕的社会,而且还是一个共同富裕的社会,更应是一个和谐的社会。因此,中国的发展战略必须从原来的非均衡发展转向均衡发展,从原来的单纯经济增长转向综合的发展,并借助于持续的制度创新来缩小个体、群体或地区间的发展差异,让个人或群体的发展潜力得以基本乃至充分地实现。A fairly prosperous society is not only a wealthy one, but also a society of common prosperity. Moreover, it should be a harmonious society. Therefore, the developoment of China should be changed from the unbalanced development to the balanced development, and the original pure economic increase should be changed to a comprehensive development. Besides, the differences among individuals, groups and areas should be decreased through continuous system innovation. So, the potentials of individuals and groups can be basically or even fully realized.
