摘　　要：在分析了国际区域资源战略地位的基础上,重点研究了我国开发国际区域资源的现状问题及其主要“瓶颈”与机遇。结合国内外实际提出区域资源开发产业化的国家战略、培育以市场为导向的产业创新体制、实施登陆点的产业基地牵动战略和投融资多元化等四大战略。利用AHP法确定中国区域资源产业化的序次和时间表,并分析了需要研制和储备的关键技术。On the basis of analyzing the strategy position of the international regional resources, and then studies the present problems and major 'bottle_neck' and opportunity, combined with the home and abroad practice, the dissertation puts forward the country strategy of regional resources exploitation industry, cultivates the industry innovation system which is focus on market, implements the driving strategy of industry base of landing points and multi_aspects investment strategy. It also makes the order and time_table of regional resources industry by the method of AHP, and analyze the critical technology which is needed for developing and deposit.
