摘  要:从2004年和历年三江平原成灾雨型分析得,长历时大雨及长短历时大暴雨雨型是主要和最主要成灾雨型,但针对这种雨型产生的渍涝和涝渍灾害,尚未提到三江平原工程治理日程,与国内外走过的治涝、治渍两个历史发展过程有很大差距。根据当今国内外发展水平和方向(重视渍涝治理)和三江平原的自然与社会特点(洪涝轻,渍涝重,机械水平高)采取治理新对策,把渍涝治理提到日程;坚持井灌;建设"排降蓄灌"水利。By analyzing the cause damage rainfall patterns in 2004 and historical years, we find that the long duration heavy rainfall pattern and long and short duration storm rainfall pattern are the main damage_causing rainfall patterns. Control of water logging and waterlogged disasters caused by the rainfall patterns has not been put on agenda of Sanjiang Plain engineering control, which is far behind the domestic and international level and developing stages of water logging and waterlogged disaster control. This article puts forward that we should construct new type conservancy which features precipitations drainage and storage for irrigation by taking new controlling countermeasures according to the domestic and international present developing level and direction and the natural and social characters on Sanjiang Plain.
