摘　　要：以区域持续发展为原则，运用环境承载力的规律及其表征方法，分析环境与经济综合规划的协调性问题；采用效益化的衡量依据，对本溪开发区的发展方案进行了评价和筛选，得到了合理的结果，验证了这一方法的可行性。o achieve sustainable developemnt, it is essentialto address environmental and economic construction in the planning stages. But it is recognizedthat how' to evaluate the coordination of plans becomes the key problem for planning. Using environmnetal supporting capacity (ESC), this presentation assesses three plans of Benxi Shiqiaozidevelopment zone and chose one plan, which issounds 'lore practicable and reasonable on thecomprehensive analysis of economic outputand theconsequent environmental impacts, including thedemands for resources and the relevant dischargesof pollutants from the economic development.
