摘　　要：高校面对急剧扩张和高速发展的历史时期,产生了一系列法律问题。对这些法律问题,从行政法和民法角度进行剖析,认为:高校身处风雨飘摇之中,除了大抓建设、加快发展进程外,还应有清醒完整的认识,从而从组织、制度和管理等各个方面加强法律事务工作。A series of legal problems are emerging in colleges and universities in asharp-expanding and rapiddeveloping period. These legal problems were analyzed in detail on both administrative law and civil code levels.Conclusions could be drawn that colleges and univerdities are in an unstable stage and that they should not only develop more rapidly but also have a sober and integral cognition of the legal problems and deal with legal affairs more powerfully from the organizational,institutional and administrant aspects.
