摘　　要：循环经济是21世纪国际社会推进可持续发展新的实践模式。建立循环经济评价指标体系是循环经济研究的重要内容。探讨了循环经济评价指标体系的设计原则、构建思路,对循环经济评价指标体系的结构及其主要内容进行了深入研究。Based on the published paper samples, embodied by Web of Science （including SCIE, SSCI and A＆HCI） from 2000 to 2004, whose authors are from Tianjin, this paper analyzed basic research outputs in dimensions of authors, institutions, citations, cooperation, published journals and impact indices, and proposed corresponding policies to strengthen the output capability of basic research in Tianjin.
