摘　　要：全面预算管理并非一用即灵的妙药。要成功实施,企业必须理解其实质,掌握相关经济管理理论, 形成良好的企业文化,配套相应的考孩办法,采用适当的预算编制方法,并建立预算预警系统。In order to make a success of comprehensive budget management ,It is essencial to understand its essences ,grasping the related theories of ecomonics and management, forming good business culture,adopting corresponding evaluation methods,taking appropriat means, building early-warning system.
