摘　　要：建立了厂商与环保部门之间的非合作博弈模型,并通过对模型的纯策略均衡和混合策略均衡分析,从理论上探讨了厂商和环保部门的行为,研究的结论可为防止厂商违规排污行为提供政策思路。This paper establishes a game model of emission enterprises and environmental regulator in the emission permits market, and theoretically devises a way to prevent emission enterprises violation based on the analysis of pure strategy equilibrium and mixed strategy equilibrium.
