煤炭产业市场化改革中存在的问题及对策

摘　　要：煤炭是我国的主要能源,在未来相当长的时间里,以煤为主的能源供应格局不会改变,煤炭产业的市场化改革进程已进入到关键时期。当前我国煤炭产业市场化改革在资源配置、价格机制、运输方式、经济政策等方面都存在问题,需要针对改革滞后的现状,修改有关法律法规,借鉴国际经验,全面地规范煤炭资源市场,构建公平、公开、公正的竞争性运行机制。Coal is the main energy in China. In the expected future, such tendency of the energy consumption will not change. At present, the marketization reform in the coal industry has come to a critical point. The problems in the process are mainly in the following aspects： resource configuration, price mechanism, transportation bottleneck and economic policy. To solve these problems, related laws must be amended, foreign experiences borrowed, a fair, open and just competitive running mechanism constructed and the coal market structure regulated overally in light with obstacles found in the reform.
