摘　　要：分析了国有高新技术企业的现状和主要特征,指出了其发展中存在的制度瓶颈,在此基础上,提出了实现国有高新技术企业制度创新的对策。The paper analyzes the status quo and the main features of the state-owned enterprises with high ＆ new technology, pointing out the existing system bottle-neck during their development. Finally a countermeasure for realizing the innovation in system of state-owned enterprises with high ＆ new technology is given on the basis of the above analysis.
